N.C. Banerjee Centre for IPR Studies

The concept of wealth and the methods of processing wealth have been changing over time. At present 'Technology' is one of the most important 'wealth accumulator' and a means by which wealth is possessed. Since international business is technology-centred, it is imperative to develop an appropriate legal regime to meet the challenges of the global economy. India is making great strides in technology development and utilisation. In terms of human resources and availability of scientists, India ranks among the top five nations. With India becoming a member of the WTO and the consequent rationalisation of reforms in Intellectual Property Laws, it is necessary to develop research and advocacy skills to consolidate and improve Indian business advantage for individuals, communities and corporations.

About the Centre
N.C.Banerjee Centre for Intellectual Property Rights Studies was instituted with a generous donation from Hon’ble Shri Justice U.C. Banerjee, former Judge of the Supreme Court and former Chief Justice of Andhra Pradesh High Court, in memory of his father, an eminent jurist from West Bengal. Justice Banerjee is the founder President (Chancellor) of NALSAR and takes keen interest in the development of the University.

Programmes at the Centre

  • A One-Year  Post-Graduate Diploma Programme in Patent Law is offered through NALSAR Proximate Education.
  • The Centre publishes a Quarterly Newsletter 'IP LAW NEWS' on the latest happenings in the field of IPR Law.
  • Organised a National Seminar on 'WTO-TRIPS with Special Reference to Transactional IP Issues for Judicial & Enforcement Officers on 2-3 May, 2009.
  • The Centre proposes to extend Patent Law education to students of Pharmacy at NIPER.
  • A three day Workshop on Copyright and Piracy for Cinema Industry in A.P. is proposed in March, 2010.
  • Proposes to conduct Outreach Programmes to spread awareness about the IPR among the artisans, such as toy makers of Yetikoppaka, Ponduru Khadi Textile Workers in north districts of A.P. besides a Copyright Workshop for writers in Visakhapatnam, workshop for Pharma Industry on patents.
  • The Centre also proposes to select Ph.D. Scholars for MHRD Scholarship Programme for senior and junior scholarship.        

Dr. S.P. Chatterjee Centre for Environmental Law Studies

Centre Head: Dr. K. Vidyullatha Reddy
Associate Professor of Law

Environmental Law as a branch of study is of recent origin and has acquired an unprecedented urgency in the wake of environmental crisis faced by the world. The urgency is manifold in the case of developing countries with the pressure on natural resources to feed impoverished population on the one hand and to work towards a sustainable environmental policy on the other. The challenge for the Environmental legal regime in Indian context is to work towards a sustainable environmental policy. Law Schools have an important role to play in sensitising the students on issues of environment and the need for appropriate intervention through effective laws. It is also important to carry out continuous research and advocacy on emerging issues. This requires experiential learning of issues in real life and to work towards solutions through legislation.

Programmes at the Centre
The Ministry of Environment and Forests, New Delhi, had sanctioned six projects under World Bank's Environmental Management Capacity Building and Technical Assistance Project. The Centre undertook research on the following Projects and submitted its reports to the Government:

  • Study on Musi Pollution;
  • Impact of Aquaculture on Ecology, Life and Livelihood of coastal Andhra Pradesh;
  • Eco-Legal Management of Ground Water and Aqua-Culture - A study with respect to Godavari and Visakhapatnam Districts of Andhra Pradesh;
  • Solid Waste Management;
  • Study on Shameerpet Lake - ADR solutions; and
  • Study on Evolving Policy on Ground Water.

The Ministry of Environment and Forests (Policy & Law Division) has sanctioned a Project to promote research activities in Environmental Law and Policy and  conduct training programmes for NGO's and the Judiciary as a part of sensitisation programme in all the districts of Andhra Pradesh.
The Centre publishes a Quarterly Newsletter 'GREEN NEWS & VIEWS' that addresses burning issues relating to environment.

The World Bank has sanctioned a Project for “Strengthening Environmental Law Capacity in the SAARC Region”. This Project is intended to strengthen the Environmental Law Capacity among various stakeholders especially the Policy Makers, Practitioners of Law, Academicians, Adjudicators, Administrators and Activists in the SAARC Region.

Working on a research project on "A Study of Law and Nanotechnology; Exploring the Dimensions for Tackling the Nanotechnology Revolution with special relevance to Human Rights and Environment" funded by Shastri Indo-Canadian Institute.

An Environment Awareness Project funded by Ministry of Environment and Forests for Tree Plantation is also being pursued by the Centre.
The Centre proposes to publish student Journal shortly. A related website has already been developed. (http://elpr.in/.)

M.K. Nambyar SAARCLAW Centre for Advanced
Legal Studies

M.K. Nambyar SAARCLAW Centre for Advanced Legal Studies was instituted with a generous donation from Mr. K.K. Venugopal, Senior Advocate, Supreme Court of India in the name of his father Mr. M.K.Nambyar. Out of this endowment, Seminar Halls, Faculty Offices and a state-of-art Video Conference Hall have been constructed. A Research Chair  'M. K. NAMBYAR CHAIR IN COMPARATIVE CONSTITUTIONAL STUDIES' at NALSAR is also created.  Prof. Upendra Baxi, former Vice-Chancellor of Delhi University and a well known legal luminary is holding the Chair as its first Professor.

  • The Centre has already brought out three volumes of the Indian Journal of Constitutional Law, India's first journal on Comparative Constitutional Studies.
  • Organised One-Day National Workshop on 'SAARC Trade Relations: Legal Issues and Challenges' on February 20, 2010.
  • Published the first M.K. Nambyar SAARCLAW Newsletter.
  • Prosposes to organize an International Conference during August, 2010.
  • The Centre proposes to publish a Book and SAARCLAW Journal.

Centre for Disability Studies

Programmes at the Centre

  • Drafted the National Trust, the amendment to the National Trust (Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities) Act, 1999 in order to harmonize it with the UNCRPD.
  • Conducted training the Mental Health and Law of Family Court Judges in Maharashtra.
  • Prepared a comprehensive report on the Amendment for an NGO consortium of Indian Disability Laws to harmonize with the UNCRPD.

Centre for Corporate Law and Governance

Programmes at the Centre

  • In collaboration with National Foundation for Corporate Governance, the Centre has organized the 1st NALSAR - NFCG Moot Court Competition from April 10-12, 2009.
  • In collaboration with IIRM, 2-Year Masters Degree in Law of Financial Services and Capital Markets was started on 5th October, 2009.
  • A Memorandum of Understanding was signed with NAC, Hyderabad for offering One-Year Diploma Course in Law of Contract Administration and Real Estate Management and One-Year Post-graduate Diploma Course in Law of Insfrastructure and Disaster Management from the session 2010 - 2011.

Centre for Air & Space Law

Programmes at the Centre

  • The Post-graduate Diploma in Aviation Law and Air Transport Management (PGDALATM) was introduced in collaboration with Institute of Applied Aviation Management, (IAAM), Calicut.
  • A meeting was organized at ISRO Head Quarters on 24th February, 2009 on collaboration between ISRO and NALSAR.
  • Organized " The Aerospace Law Meet 2009" on 28th & 29th March, 2009.
  • Presently working on an International Law Project titled "Remote Sensing: A Curtain Raiser" Sponsored by German Aerospace Center (Deutsches Zentrum fur Luft-und Raumfahrt e. V German Aerospace Center) in Bonn, Germany.

Other Research Centres

The construction of creative learning process and new sites of learning mandate a strong research programme.  Informed law-making and implementation need to be backed with research. These objectives prompt the research programmes of the University.

In previous years the University has been actively engaged with State Authorities, International Institutions, Law Functionaries, Non-governmental Organisations and Individuals. Development of curricula in emerging areas for diverse learning needs is a high priority area of research for the University. Environment Protection, Child Rights, Disability Rights, Poverty and Development, Legal Language and Communication, Intellectual Property Rights, Judicial Process, Human Rights, Legal Assistance for Land,  are areas in which research is in progress.

In order to accord exclusive attention to these identified areas, the University has set up the following Centres:
